Unlikely. Chassis construction is closer to Tupolev and Ilyushin design beuraus. Most likely - SB m-103 or Ar-2

it's a Pe-2. I've checked on photos. SB has single-led landing gear and double intake on each wing aside the engine. Besides, Ar-2 hasn't the air intake under the propeller.
