Second image is famous, and the wrighting means "Komsomolets Kuzbassa"
The first one is in Cyrillic letters, but not in russian language (at least i do not know word TANDY).

may be eastern name? turkick? probably second word is lastname.
first word "ot" can be related to russian "ot"(from).

it gave a direct answer: from Tandy Hoshun = from Tandy District, since Hoshun is a territorial unit of Tuva People's Republic (TNR).

my native languages are c++ and russian
and i recognise the title as written on one of my native languages.
anyways, problem was with tuva words transliterated to cyrillic.

do you have problems with other titles, messages? Grin
