If I understood well from the Red Star book, he I-15bis had a standard (straight) upper wing because some pilots had complained about visibility issues on the standard, gull-winged I-15.
Why was it re-introduced again on the I-153 then?

Hi,
because the Soviet government had to admit that the increasing of weight and drag due to the traditional upper wing had made the I-15bis less performing than the original I-15.

I also believe, no doubt due to performance issues, that Nikolai Polikarpov preferred the original gull-wing. There wasn't much point in going to the trouble of putting a larger engine and retractable landing gear on the I-153, if you then counteracted those speed-improving measures with the extra drag of the traditional straight upper wing.

When i spoke to pilots who flew I-15 bis  and I-153  they actually claimed that visibility in Chaika was much better the in I-152.

Interesting; certainly the upper visibility would have been better.
